Cleveland and the land around it

Cleveland is a Liberty County city about 30 miles east of Conroe on SH 105. It incorporated in 1935, counted 7,471 people at the 2020 census, and was estimated at about 9,900 in 2025. The Sam Houston National Forest sits just to the north.

Roads here converge from every direction. I-69/US 59 passes the city, with US 59 Business running through town as Washington Ave. SH 105 comes in from Conroe, SH 321 heads south toward Dayton, and FM 1010 and FM 787 carry traffic out to the subdivisions and farmland.

What sets Cleveland apart for fencing is the land. Several of the subdivisions around Cleveland sell lots rather than finished homes, and owners place a manufactured home or build their own. Former rice fields and pine woods are being split into half-acre and larger lots, and the first things many owners need are a perimeter fence, a gate wide enough for a truck, and a fenced yard for kids and dogs.

Rules & permits

City, county, and deed restrictions

Property inside Cleveland city limits answers to the city. Most of the rural subdivisions around it are in unincorporated Liberty County, and some extend into neighboring counties. Some subdivisions have an HOA or POA, some list none, and recorded deed restrictions can apply even where there is no association.

We don't assume. For every address, we confirm with the City of Cleveland or the county what applies, check for deed restrictions, and request Texas 811 locates before we dig.

Colony Ridge is a very large rural development of about 33,000 acres, mostly in unincorporated Liberty County near Plum Grove and served by Cleveland ISD. Southern Crossing sits south of Cleveland and west of US 59, toward Splendora, with lots of about half an acre. Big Thicket Lake Estates is on SH 146 along the Polk and Liberty county line, built around private lakes; it is not on Lake Livingston. Encino Estates is a Dayton-area community off FM 1008 near Kenefick, with lots of about two-thirds of an acre.

Questions

Cleveland fence questions

How far is Cleveland from your office?

About 30 miles east of our Conroe office on SH 105. We schedule estimates and installs in Cleveland and the surrounding Liberty County subdivisions regularly.

Will my Cleveland fence need a permit?

It depends on whether the lot is inside Cleveland city limits or in unincorporated Liberty County, and on any deed restrictions for your subdivision. We confirm with the city or county before we quote.

My rural lot has no HOA. Are there any rules at all?

Possibly. Some subdivisions around Cleveland list no HOA, but recorded deed restrictions can still apply, and county rules still do. We check before we build, and we request Texas 811 locates either way.

What fence makes sense for a half-acre rural lot?

It depends on the job. Many owners want chain link or field wire around the whole lot, a privacy section near the house, and a wide drive gate for trucks and trailers. We price options side by side.

Is Encino Estates in Cleveland?

No. Encino Estates is off FM 1008 near Kenefick, north of Dayton, with Dayton mailing addresses and Dayton ISD schools. We list it with Cleveland because it’s the closest hub we serve.
