Willis and the east shore

Willis is a small Montgomery County city on I-45, north of Conroe. The Census Bureau estimated about 7,650 residents in mid-2025, but the city's reach is bigger than its population. Thousands of homes along the east side of Lake Conroe carry Willis addresses and send their kids to Willis ISD, even where they sit outside the city itself.

Two roads do most of the work. FM 1097 (W. Montgomery St. in town) runs west from I-45 exit 94 to the Lake Conroe bridge, past Point Aquarius and Lake Conroe Hills. FM 830, off exit 92, leads west to Seven Coves and frames the edge of The Woodlands Hills. SH 75 parallels the interstate through town.

Most of what we fence here falls into three groups. Lake subdivisions from the 1970s through the 2000s have quarter-acre lots, fenced back yards, and side gates wide enough for a boat trailer. Canal-front and bulkheaded lots raise the question of where the fence stops. North toward New Waverly, wooded one-acre lots call for perimeter lines and drive gates.

Rules & permits

Sorting out which rules apply

On the east side of Lake Conroe, three different authorities can have a say over one fence.

City or county

Property inside Willis city limits falls under the city. Many lake subdivisions with Willis addresses are served by MUDs and appear to be in unincorporated Montgomery County, where city fence rules don't apply. Water Crest uses Conroe addresses and may fall under the City of Conroe. We confirm the status of each address.

HOA, POA, or deed restrictions

Point Aquarius has an Architectural Control Committee. Seven Coves posts deed restrictions by section. Other communities have their own associations. We submit drawings and material details and wait for approval before building.

San Jacinto River Authority

On Lake Conroe, land up to the 201-foot contour is SJRA land, and permanent structures there need an SJRA permit. Before we set posts near the water, we find where your property line and that contour actually fall.

We request Texas 811 locates before every job, and we don't quote fence heights or permit rules until we've checked what governs your address.

Neighborhoods

Neighborhoods we serve in Willis & East Lake Conroe

Our Willis list follows the lake. Point Aquarius is a gated boating community on FM 1097 with its own marina. Seven Coves dates to the early 1970s, and Lake Conroe Hills mixes canal-front and interior lots. Water Crest on Lake Conroe is a newer D.R. Horton community south of League Line Rd. It has a Conroe address, but it's on the east shore and zoned to Willis ISD.

Deer Forest sits in south Walker County near New Waverly, on wooded lots of about an acre with Willis mailing addresses. The Woodlands Hills, on FM 830, has mostly Willis addresses too. You'll find it on our Conroe page.

Questions

Willis and east-lake fence questions

Do Willis city fence rules apply to the lake subdivisions?

Often not. Point Aquarius, Seven Coves, and Lake Conroe Hills have Willis mailing addresses, but they appear to sit outside Willis city limits in unincorporated Montgomery County. We confirm the status of your address before we quote.

Can I put a fence near the water on Lake Conroe?

Land on Lake Conroe up to the 201-foot contour belongs to the San Jacinto River Authority, and building anything permanent on that land takes an SJRA permit. We locate your property line and the contour before setting posts near the shoreline.

Is Water Crest in Willis or Conroe?

Both, in a way. Water Crest on Lake Conroe uses Conroe 77304 mailing addresses, but it sits on the east side of the lake and is zoned to Willis ISD. That’s why we list it with our Willis and east-lake neighborhoods.

What fence works best on a canal or bulkhead lot?

Usually an open ornamental fence in aluminum or coated steel, which keeps the view and holds up to wet conditions. Where a fence meets a bulkhead or easement, we plan the end posts carefully and check the community’s rules first.

Do you also serve wooded acreage north of Willis?

Yes. Communities like Deer Forest, with lots of about an acre, often need perimeter fencing, drive gates, or farm and ranch fencing.
